
AB 1729 – Telework
What is the Telework bill?
AB 1729, introduced by Assembly member Alex Lee (D-Fremont), would protect state workers’ right to telework. California’s hybrid telework program is a proven success: it keeps cars off the road, reduces carbon emissions, saves money, supports family-friendly working conditions for state employees. It also helps California achieve our climate goals by attracting and retaining great staff in our environmental and public health programs.
Why now?

In March 2025, Governor Gavin Newsom issued a Return to Office order which went into effect on July 1, 2026. AB 1729 would protect state workers’ telework rights long term. AB 1729 gives state agencies the authority to formulate their own telework policies while also implementing important accountability and transparency measures.
In addition to legislation, SEIU 1000, which represents 96,000 state workers, is prioritizing telework in their currently ongoing contract negotiations and an unfair labor practices case with the Public Employment Relations Board.
Telework Bill Status

This is a great opportunity for the environmental movement to show true solidarity with workers AND support a concrete emissions reduction policy. Common-sense telework protections will reduce traffic and carbon emissions, save money, and keep great people working for the State of California to clean up our air and water, protect our wildlife, and support public health–a win for everyone!
Thus far, the Telework bill has passed every committee and the Assembly floor with bipartisan support. Currently , the Telework bill is waiting for a hearing in the Senate Appropriations committee. Since the Telework bill would go into effect immediately, it needs 2/3 support in order to pass – thus far this has not been a challenge.
*Governor Newsom is unlikely to sign AB1729 into law, however, since the bill needs 2/3 support to pass already this will override need for the Governor’s signature in order to enact the Telework Bill.
